We suggest you begin by reviewing the Congressionally Directed Medical Research Programs (CDMRP) that provides funding for medical research from the Department of Defense (DoD). The CDMRP fills research gaps by funding high-impact, high-risk, and high-gain projects that other agencies may not venture to fund.
